The Association of Municipalities Polish Network “Energie Cités” (PNEC) organized 1st training seminar for municipalities entitled “COVENANT OF MAYORS – new opportunities for Polish municipalities” on 4th of March 2011 in Cracow.

The subject of the seminar were new possibilities of financing SEAP development and implementation. Its significant part was devoted to the Green Investment Scheme (GIS). The event gathered 31 participants – representatives of both Covenant signatory cities and cities who are considering joining the initiative (see: attached list of participants).

The seminar started at 10:00 with Zbigniew Michniowski, President of the Board of PNEC and Deputy Mayor of Bielsko-Biała, greeting the guests. Then two thematic sessions took place. First one was devoted to the Covenant of Mayors and new opportunities for financing investments that may be used by Covenant signatories. The second one was devoted to Green Investment Scheme (GIS). Following presentations were made:

  • The Covenant of Mayors – European cities for climate protection (speaker: Zbigniew Michniowski, President of the Board of PNEC and Deputy Mayor of Bielsko-Biała)
  • New opportunities for financing investments that may be used by Covenant signatories (speaker: Maria Stankiewicz, Director of PNEC)
  • European project “Energy for Mayors” as a support of the Covenant of Mayors initiative (speaker: Anna Jaskuła, Deputy Director of PNEC)
  • GIS – Assumptions of the priority programme and formal requirements of the competition (speaker: Joanna Jabłkowska, Green Investment Team, National Fund for Environmental Protection and Water Management)
  • GIS – Technical aspects and substantive assessment of projects (speaker: Dariusz Szymczak, Climate Protection Department, National Fund for Environmental Protection and Water Management)

After the presentations it was time for questions and discussion. The participants agreed that it is lack of necessary financial resources that prevents most of the municipalities from joining the Covenant of Mayors and that may endanger implementation of the already-adopted SEAPs. Therefore, there is a need for stronger financial support from European and national sources. 

What municipalities expect from PNEC is to: 

  • organise another training seminar covering the issue of financing SEAP development and implementation; 
  • regularly inform about new opportunities for financing actions and investments
